Job Description:
This position is for an Operations Analyst to assist the Nuclear
Search Program (NSP) Program Manager within the National Nuclear
Security Administration (NNSA) Office of Nuclear Incident Response
(NA-84)This position will support NA-84 leadership in the planning
and integration of interagency support, operations planning, and
communications planning related to the NA-84 and NNSA missionsThe
focus will be on providing subject matter expertise on Nuclear
Incident Response issuesThis position also serves as an on-call
member of the Nuclear Emergency Support Team (NEST) with a primary
response duty location at DOE Headquarters in Washington,
DC(Forrestal building).--- Responsibilities:--- Provide technical
and administrative support to a broad range of operations-related
policies, meetings, exercises, and responses.
* Develop operational planning documents and improvement plans to
support Nuclear Incident Response efforts.
* Produce documentation in support of Headquarters and NNSA
requirements.
* Produce documents in association with the NSP Program Manager for
the Nuclear Research Program.--- Provide technical and
administrative support to a broad range of operations and
collaborative efforts with mission partners, and the interagency as
they relate to improving the DOE/NNSA response capability.--- Track
issues and topic areas that cross programmatic boundaries that
impact the Public Health and Safety and Nuclear Incident Response
Programs.--- Facilitate communication and program-related
information across the NA-80 mission space, as it interacts with
the NA-80 Counterterrorism and Counterproliferation programs.
* Brief senior leaders and interact at senior-leader levels;
interactions will include direct working relationships with
interagency and international partners.
* Coordinate and track multiple operational plans and program
initiatives.
* Draft and facilitate communications planning as it applies to
Nuclear Incident Response efforts within the DOE/NNSA, and
interagency partners.
* After receiving the appropriate training, serve "on-call" as a
member of the NEST Response team which may include after-hours,
extended shifts, and weekends.--- Maintain training and appropriate
qualification standards associated with the response teamRequired
Qualifications:--- DOE site access requires the qualified candidate
to be a U.Scitizen with an ACTIVE DOE Q or Department of Defense
(DoD) Top-Secret security clearanceThe candidate's written consent
to conduct a pre-employment background check and test for the
absence of any illegal substances will be required as a condition
of employment and for the purposes of maintaining the security
clearance.--------- The ability to obtain Sensitive Compartmental
Information (SCI) access authorization.
* Minimum bachelor's degree and or 5+ years of Nuclear Incident
Response program experience with an emphasis on operational
planning and expertise preferredExperience working with the
interagency on matters related to Nuclear Incident Response is
preferred.--- Proficient in Microsoft Office applications,
including Word, Excel, Outlook, and PowerPoint.
* Proficient in Adobe Acrobat and SharePoint.
* Willingness to work directly with clients in a rapidly changing
environment with a mature approach to personal interactions.---
Must be an independent self-starter with excellent organizational
skills and can multitask and be comfortable working with a team of
technical experts in varying fields of security and emergency
operations disciplines.
* Ability to track and monitor documents from inception to
production, perform in a fast-paced, deadline-oriented work
environment, and successfully execute many complex tasks
simultaneously.
* Must be able to provide professional and technical briefings to
senior leaders backed up with subject matter policy expertise to
guide policy discussions.
* Able to sit for extended periods and perform work in an office
environment, including extensive use of computers, under sometimes
stressful conditions.
* Domestic and International travel will be requiredTravel will be
best cost to the government and only economy airfare and economy
class rental cars will be allowed.
* Able to lift 50 pounds, carry your own luggage, and walk up to a
quarter of a mile to work locations.
* Certain positions requiring a security clearance may require the
periodic successful completion of a counterintelligence-scope
polygraph examination.
* Ongoing reviews and tests for the absence of any illegal
substances will be conducted as a requirement for ongoing access to
DOE sitesThe candidate's written consent to conduct such tests will
be required as a condition of employment.
* Travel up to 25% domestic and international as required to
support operations, training, and meetings.
Desired Qualifications:--- Understanding of DOE and NNSA Strategic
Mission.
* Familiarity with DOE and other agency communication
capabilities.
* Completion of relevant Nuclear Incident Response and emergency
management course curricula.

Salary:--- Salaries are determined based on several factors
including external market data, internal equity, and the
candidate's related knowledge, skills, and abilities for the
position.
