Responsibilities

  • Interpret complex regulations, appropriate law, agency financial procedures and HHS directives and policies.
  • Prepare complex congressional reports, administrative documents, policies and procedures and solicit and present information and gain the cooperation of others.
  • Monitor budget due dates and deadlines for major operating programs and adjusted entries in report, forms and schedules.
  • Maintain complex databases, registers and other budget tracking systems employed by organizations.
  • Enter and adjust data for major operating programs into an integrated budget and payroll estimates.

      Qualifications

      In order to qualify for a Budget Analyst, 560 you must meet the following:

      GS-12

      Have one year of specialized experience, equivalent to the GS-11 in the Federal service which has equipped the applicant with the particular knowledge, skills and abilities to perform the successfully the duties of the position that is typically in or related to the work of the position being filled. Specialized experience is defined as having comprehensive knowledge of budgetary methods, practices, procedures, regulations, and other guides in order to perform routine continuing assignments in the areas of budget formulation, presentation, and/or execution.
      Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.
      Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

      Have one year of specialized experience, equivalent to the GS-12 in the federal service. Specialized experience is experience that has equipped an applicant with the knowledge, skills and ability to perform the duties of the position. Specialized experience is defined as: developing budgetary policies; performing complex budget development, formulation and/or execution functions; developing cost-benefit analysis for proposed budgetary and program actions; providing interpretative and analytical advice; providing alternative resourcing recommendations for budget formulation and execution of Federal Revolving Funds, Franchise Funds or Working Capital funds.

      In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment.
