Description:
Consistently demonstrates support for compliance in the performance
of job duties and responsibilities by developing and maintaining
knowledge of, and performing job functions in compliance with,
rules, regulations, policies, and statutes that affect his/her job.
Maintaining knowledge of and performing job functions in compliance
with the company's research policies and procedures and reporting
compliance concerns in an appropriate and timely manner.
+ Assists in developing standard operating procedures.
+ Assists with the preparation of cost proposals and budgets
including budget justifications to assure adequate costing of
proposals and appropriate employee benefit and facilities and
administration rates are used.
+ Coordinates sponsor agreement with approved human subject
protocols.
+ Ensures that PI's are kept informed of changes in application
processes, forms and instructions. Ensures that technical reporting
guidelines are maintained.
+ Assists PI's and Scientific Center Administrators with annual
continuations including any re-budgets, preparation of forms,
electronic processing and administrative review.
+ Determines whether proposed clinical trials are qualified as
defined in all relevant national coverage decisions, local coverage
decisions, and other billing requirements. With input from the PI's
and Study Coordinators, determines the proper allocation of items
and services between routine costs vs. research costs.
+ Ensures accurate proposal and award information is maintained in
Infoed.
+ Ensures that the agreements meet all applicable MHRI, Sponsor,
and Regulatory requirements including IRB/FDA submission, and CMS
(Medicare Part A and B) for device studies.
+ Ensures budget worksheets identify appropriate billing
parties.
+ Reviews financial agreements with coordinators and, if necessary,
collaborating entities. Ensures financial consistency between
research agreements, informed consent documents, and study
protocols.
+ Maintains frequent contact with contracting parties, sponsors and
study centers for efficient and timely contract negotiations and
execution. Maintains active and effective communication with PI's,
Scientific Center Administrators, Study Coordinators and other
affiliated offices as necessary.
+ Maintains knowledge and expertise in the applicable Federal,
State and MHRI policies and procedures about proposal and award
administration for sponsored programs.
+ Negotiates award terms and conditions, budgets and scope of work
as appropriate and approves sponsored agreements.
+ Prepares and coordinates cost proposals and budgets for
commercial agreements to assure that budgets meet study fiscal
needs, price accuracy and CPT codes.
+ Prepares and monitors subcontract agreements for Federal
contracts.
+ Provides support and assistance to Principal Investigators,
Scientific Center Administrators, study coordinators, and OCGM
staff on all issues related to award proposal and management.
+ Reviews and recommends changes to cost feasibility analysis and
billing milestone capture sheet based on protocol and schedule of
events.
+ Reviews budget amendments to approved clinical trials for changes
in protocol and billing related changes.
+ Reviews contract and grant award terms and conditions to ensure
that the information is effectively transmitted to the OFM and
PI.
+ Reviews, endorses, negotiates and accepts clinical and other
contracts and agreements for research activities acceptable to MHRI
and PI.
+ Reviews, endorses, and submits Federal applications to assure the
applications meet all applicable Federal and MHRI guidelines and
compliance requirements.
+ Contributes to the achievement of established department goals
and objectives and adheres to department policies, procedures,
quality standards and safety standards.
+ Complies with governmental and accreditation regulations.
+ Participates in multidisciplinary quality and service improvement
teams as appropriate.
+ Participates in meetings, serves on committees and represents the
department and hospital/facility in community outreach efforts as
appropriate.
Skills:
Accounting, grants, grant accounting, post award, contracts
administration
Additional Skills & Qualifications:
+ Bachelors degree in Business, Accounting, Finance, Economics,
Health Services or related discipline and/or an equivalent
combination of training and experience or certification in
contracts and grants.
+ 2years progressive experience administering contracts and/or
grants preferably in a medical center setting, private research
institution or within a federal agency.
+ Experience with clinical trials, accounting, contracting, and
knowledge of federal grant administration circulars, regulations
and policies. Experience with electronic research administration
systems desirable.
