Silver Spring MD 20910 The Department of Defense, through the
Psychological Health Centers of Excellence facilitates care for
service members with TBI and Psychological health issues. The PHCoE
Program Manager (PM) supports the PHCoE contract through program
management, deliverable completion, supervision of Magellan Federal
team, report completion, face to the customer, liaison between
PHCoE and Magellan, contract negotiations, contract renewals and
RFP assistance. As an on-site assignment the PM also integrates
with and supports PHCoE leadership and centers. The position
requires an individual with well developed skills in program
management, communications, supervision of teams, coordinating
complete projects, timely deliverable and report completion, metric
tracking and public relations. Extensive understanding of Military
culture and protocols with Military experience or significant
experience working in a Military service environment are
- Builds day-to-day relationships with the Contracting Officer
Representative (COR), PHCoE COR, and other PHCoE leadership and
staff. Provides onsite presence at customer location. Identifies
areas of contract improvement and enhancement.
- Acts as the single point of contact on behalf of Magellan for
the U.S. Army Medical Research Acquisition Activity (USAMRAA), and
is responsible for contractual discussions with PHCoE and/or
USAMRAA. Responsible for all contract modifications work between
government and USAMRAA.
- Manages the program budget and keeps the PHCoE COR informed of
program dollars spent.
- Serves as the liaison between Magellan and PHCoE for all tasks
of the statement of work.
- Assists PHCoE COR and other PHCoE staff with program
evaluations and tasks for senior leadership and Congress.
- Oversees all Magellan Federal staff working onsite at
- Coordinates with internal operations team at Magellan to ensure
contract runs successfully. Other Job Requirements Responsibilities
- Minimum of Master's degree in psychology, health care
management, or social services related fields or 10 years of
military service within military health, with specialties of
management, coordination, event planning, public speaking,
development and maintaining reports. At least 10 years program
management experience working in a DoD, VA or military
- Experience managing a large complex project requiring high
level program evaluation and performance measures using and

access to DoD systems.
- Must have ability to motivate others to collaborate.
- Superior writing, editing, analytical, proofreading and
proficiency in all Microsoft office programs are essential.
- Strong command of the English language required.
