Enterprise Community Development (ECD) is seeking a passionate individual to lead its Sector-Based Upward Mobility Initiative. ECD's Sector-Based Upward Mobility Initiative is an evidence-informed approach to creating career pathways that offer competitive jobs in industry-driven professions.

The Program Manager is responsible for leading our sector-based workforce development pilot in Baltimore City and Washington, D.C., This position will provide direct supervision to Career Navigators to support the strategic implementation of the Sector-Based initiative.

ECD is committed to demonstrating that a deeper, more integrated approach advanced through the sector-based model greatly improves the likelihood that residents will achieve long-term family stability and economic success. The Program Manager, Sector-Based Upward Mobility Initiatives will play a key role in ensuring that the model achieves the intended outcomes. The Program Manager will ensure that lessons learned inform the creation of operational systems guiding ECD to scale Economic Stability and Mobility programming across its Mid-Atlantic portfolio.Job DescriptionResponsibilities

  • Work collaboratively with Vice President-CIS, Community Impact Strategy, Property Management, Development, and Asset Management teams to successfully implement, manage, and evaluate a high priority initiative.
  • Cultivate and establish partnerships with sector-based training partners to execute Memorandum of Understanding and Scope of Service agreements.
  • Identify and establish protocols for connecting community-based resources to residents engaged in ECDs sector-based upward mobility during and post-enrollment.
  • Support ongoing fundraising, marketing, and promotional activities.
  • Develop a streamlined outreach, recruitment, and screening process between participants and sector-based training partners.
  • Responsible for implementing weekly, monthly, quarterly, and annual reporting protocols to highlight program performance and case management supports.
  • Responsible for ensuring program management is compliant with all fiscal and operational standards.Qualifications
    • Bachelor's degree or combination of education and experience.
    • Minimum of 8 years of workforce development, economic development, education and training, human resources, or employer/industry experience
    • Ability to use multiple technology platforms to communicate
    • Ability to utilize data management in decision-making
    • Proven experience of developing and implementing high impact workforce and economic development programs, initiatives, and/or cutting-edge employment and education solutions
    • Demonstrated knowledge of current and innovative workforce and economic development approaches
    • Experience leading, managing, and supporting a high performing team and cultivating a collaborative environment
    • Ability to thrive in a fast-paced environment and meet tight deadlines, working on multiple concurrent programs requiring gathering, design, and project planning/management
    • Ability to produce high-quality reports and presentations and clearly communicate innovative and creative strategies and solutions
    • Excellent verbal and written communicator
    • Ability to think critically and utilize good judgement, including maintaining client confidentiality and professional boundaries
    • Possess a demonstrated ability to understand and articulate complex issues
    • Ability to travel to properties throughout the ECD portfolio in Baltimore and Washington, DC.
