Responsibilities

Introduction -The U.S. Department of State (State) has placed a greater emphasis and prioritization on using data as a strategic asset and modernizing Information Technology (IT) systems and platforms. Guidehouse's State client undertook IT modernization effort to identify opportunities to enhance and modernize its technology infrastructure, resulting in the Bureau's first IT Modernization Strategy. Guidehouse's State client maintains a research cell that manages a data stack consisting of SQL Server for data storage and Tableau dashboards for business intelligence.Guidehouse is looking for a Data Solutions Manager to further develop its data stack, increase the useability of the bureau's data assets, and serve as a strategic advisor to the bureau data officer for furthering data governance and IT modernization. The candidate will mentor the Data Management, Analysis, and Visualization Team, consisting of a data scientist, an analytics engineer, and a data engineer and developer, and support key product teams advancing monitoring and evaluation, strategic communication, data literacy, and change management. The candidate must be proficient in processing large data sets, familiarity with data structures, big-data concepts, cloud computing, open-source tools and optimization techniques, excellent communication skills, client focus and the ability to support and foster teamwork to ensure timely and quality delivery of solutions and quality standards. The candidate is crucial to helping the project team and the bureau: create a data culture, promote self-service data analytics, secure data, create metadata management (to deploy a semantic layer), improve data quality, promote data stewardship, advance data and analytics maturity, and eliminate data territorialism within the bureau. -Position Overview -The ideal candidate should be able to speak the language of business and technical teams; possess a thorough understanding of business and data strategy; have demonstrated ability to nurture, motivate, and manage large technical teams; oversee the collection, storage, management, quality, and protection of data; and, effectively communicate the status, value, and importance of data management and governance to project team members and senior clients. The candidate will have experience, passion, and success in blending business acumen with technical expertise to transition between business strategy and data development, and act as the bridge between data engineers, data scientists, and non-technical team members and stakeholders.Data Solutions Lead will be responsible for: -

  • Establishing the vision and strategic priorities of the businesses data and analytics function
  • Promoting the use of data insights and analytics to enrich business decision-making and key business initiatives
  • Supporting the bureau data officer to define and execute a bureau data strategy fully aligned to the Enterprise Data Strategy and Federal Data Strategy
  • Guiding data infrastructure development and deployment to accelerate data infrastructure, data management, and reporting
  • Reviewing presentations, manuscripts, graphs, and tables to ensure accuracy and quality
  • Maintaining data management plans and instructions for operating complex business systems
  • Ensuring data and information security by integrating and upholding digital security systems
  • Understanding the bureau's organization and culture to improve analytics maturity and advanced analytics capabilities
  • Collaborating in data literacy efforts to create a data culture
  • Scaling and designing data-drive performance management initiatives for the project team
  • Serving as a strategic thought partner to guide business decisions and provide input to data strategies and metrics
  • Goal setting, performance management, skill development, and staffing of the data and analytics functions
  • Curating data maturity through innovation and enterprise partnerships
  • Piloting ways to leverage emerging and disruptive capabilities including machine learning, natural language processing, deep learning, artificial intelligence, robotics/automation, internet of things, big data technologies, and digital enablement
  • Blending creativity, relentless problem-solving, business acumen, and orchestration to influence innovation progress across the enterprise
    Qualifications

    The following skills/experience/knowledge are REQUIRED to be considered for this role:
    • An active SECRET clearance; TOP SECRET clearance strongly preferred
    • Bachelor's Degree or technical certificate
    • 5+ years of project management experience in data-centered projects
    • 5+ years in consulting or similar client-facing role
    • Ability to relay insights in layman's terms, such that these can be used to inform business decisions.
    • Experience applying statistical techniques such as regression, ANOVA, cluster analysis, factor analysis, time series forecasting, experimental design, etc
    • Experience with Tableau dashboards
    • Experience using SQLThe following skills/experience/knowledge are PREFERRED to be considered for this role:
      • Strong capabilities in planning and delivering complex partnership initiatives
      • 3+ years in applied research using R or Python
      • 2+ years as a teacher, trainer, instructor, or tutor
      • 1+ years experience working with venture capital firms, incubators, start-ups, mature commercial partners or academia
      • 1+ years experience in adult education, data literacy, or learning and development
      • 1+ years in a business development role
      • 4+ years in applied research using mix methods and data science techniques
      • Advanced degree in information science, data science, sociology, political science, or something similar
      • 3+ years experience as a Data Scientist or similar role
      • 2+ statistical analysis and predictive modeling experience
      • 3+ years in a supervisory role
      • 2+ participating in a mentorship program or internal company mentorship initiative
      • 1+ years experience leading Employee Resource Groups, or other internal DEIA initiative
      • Capacity to foster a healthy, stimulating work environment that frequently harnesses teamwork.
      • -Compliance with prevailing ethical standards.
      • An agile certification (Certified Scrum Master, Lean Six Sigma, etc.)
      • Academic or industry publications in political-military affairs, data science, or statistics
      • 1+ years experience with SQL Server and/or Azure
