Job Description:

RESPONSIBILITIES:




    • Serve as the senior on-site contractor representative and primary point of contact for the TM or COR



    • Manage all personnel recruitment, onboarding, performance evaluation, performance improvement and resource transition activities necessary to meet PWS requirements.


    • Provide leadership, guidance and overall supervision to all contract staff.


    • Coordinate contract resources and work closely with the Government COR and TM to ensure the quality of the work, on time delivery, and conformity to budget.


    • Coordinate invoicing, monthly spend plan and budget tracking as per the Government guidelines and collaborate with the TM/COR on any specific needs like creating new charge codes and/or formats for the spend plan.


    • Work with OCIO and S&T Operations Team and supporting staff in onboarding new contractors, including the badging process, accounts set-up, workspace and software/machine set-up.


    • Provide contractually required reports to the COR, TM and senior leadership.


    • Work with the COR and TM on contractual policy matters including remote work, schedule (ex: snow days, government shutdown), etc.


    • Work with the TM and the OCIO and S&T Management Teams in the process improvement of software development life cycle (SDLC)


    • All tasks listed under Project Management


    • Hands-on participation and facilitation of the full software development life cycle for multiple, concurrent development projects, including primary responsibility for requirements elicitation, definition, and documentation.


    • Extensive involvement in database design and data management planning and implementation


    • Definition of project scope, goals and deliverables that support business objectives.


    • Development and execution of project communication plans


    • Estimation of resource needs to achieve project goals.


    • Quality control of the projects, including the development of project quality control plans and test plans


    • Identification of project dependencies resource allocation issues


    • Monitoring and reporting on project milestones and deliverables


    • Proactive management of the project scope and change control process, identifying potential risks and devising mitigation and contingency plans.


    • Coordination of meetings between headquarters and field offices, and travel with project related tasks


    • Implementation of a communication strategy to measure progress and broadcast project status to all appropriate personnel.


    • Facilitation of requirements analysis, design, and status meetings to ensure the members in the project team are on the same page and perform towards the same goals.


    • Coordination to ensure meeting minutes and requirements are captured during meetings.


    • Coordination with QA staff on testing and deploying applications based on the NOAA policies Documentation of all project stages per standards, including:



      • Completion of high-level project charters



      • Completion of detailed project requirements documentation


      • Completion of detailed system design documentation


      • Completion of user guides and other end-user documentation


      • Completion of any other necessary documentation


        REQUIRED QUALIFICATIONS:


        • 8 to 10 years experience


        • BS/BA in appropriate field (or equivalent)
