OverviewTo assist with managing, planning and oversight of 1st
line risk management functions for the Real Estate Lending (REL)
Division to ensure the overall effectiveness of risk and compliance
management programs, risk analytics and operations. Plan, develop,
and implement operational risk frameworks/measurements
methodologies, policies, standards, and procedures to ensure
effective quality control and audit procedures. Ensure operational
risk programs align with strategic business initiatives, achieve
business and quality objectives, mitigate risk and enhance
operating procedures. Promote operational efficiency and service
excellence through appropriate risk controls, process improvements

you.ResponsibilitiesAssist with the management of functional
reviews, root cause analysis, and analysis of operational risk in
RELDevelop and implement tools, methods, and programs to identify
and mitigate operational and regulatory risks to mitigate risk
exposureManage and partner on efforts to identify and develop
innovative, creative, and strategic initiatives for process
improvements to sustain and improve risk in RELCollaborate with the
Office of General Counsel (OGC), 2nd Line Regulatory Compliance,
Enterprise Risk Management (ERM), Lending, Information Security and
other NFCU Business Units, Audit, and regulators to support risk
and compliance-based initiativesCollaborate with other business
units and functions to assess and support organization risk
mitigation needs by developing strategies, tactics, and quality
review solutionsEstablish Risk and Control Self-Assessments
(RCSAs), and Controls Testing to evaluate control effectiveness,
identifying control failures, Issues and Events management,
facilitating risk and compliance remediation, internal and external
audits and regulatoryOversee quality control audits to ensure
compliance with applicable federal and state laws, rules,
regulations, and NFCU policies and proceduresManage the
identification and remediation of control deficiencies, develop
solutions to strengthen controls, and oversee corrective actions to
aid management decisionsCommunicate quality assurance procedures,
existing protocols, and effective controls to improve products and
servicesCollaborate with staff, senior management, and business
unit partners to assess and support organization risk mitigation
needs by developing strategies, tactics, and quality review
solutionsEvaluate the adequacy of corrective action taken on past
reviews and report on the status of approved recommendationsMeasure
and evaluate the success of risk programs to determine their
effectiveness and to ensure the business units' adherence to the
risk framework requirements, internal policies, and best
practicesStay abreast of regulatory compliance standards, new and
developing risk trends and best practicesProvide feedback to ensure
training is in full compliance with all applicable statutory
requirements and Navy Federal policies, procedures, rules,
regulations, and valuesEnsure risk control
recommendations/solutions support optimal internal/external
exam/audit preparednessAcquire, process diverse information to
develop effective recommendations and corrective actions for
management actions/initiativesContribute to a culture of
collaboration by actively working across business lines and sharing
knowledgeOversee quality control audits to ensure compliance with
applicable federal and state laws, rules, regulations, and NFCU
policies and proceduresPerform other duties as
assignedQualificationsAdvanced knowledge of operational and
regulatory risks and controls, including knowledge of risk
management techniques from both detection and mitigation
perspectivesSignificant experience in risk assessment methodology
and systemsExperience in managing audits working with internal
audit and external examinersAdvanced knowledge of, and proficiency
in, data analysis, reporting, and operations researchAbility to
develop conclusions and feasible alternatives to formulate courses
of action, including forecasting and cost-benefit
analysisSignificant experience managing multi-dimensional teams and
projects which involve organization, holding strategy and status
meetings, planning, motivating, and managing the work of
participantsExperience in managing risk and/or compliance related
activities in financial services or other relevant industryAdvanced
knowledge of applicable federal and state laws, rules, and
regulationsAdvanced knowledge of mortgage/banking/financial
industry trends, products, and servicesExperience demonstrating
thought-leadership, initiative-taking, decision making and
creativity in solving business problemsExperience managing multiple
priorities independently and/or in a team environment to achieve
goalsWorking knowledge of mortgage fraud issues, patterns, and
processesExperience leading and managing an analytics and risk
operation, preferably in a large financial institution, including
operational and regulatory risk controlsAdvanced leadership skills
and the ability to guide others and prioritize multiple duties to
achieve results in a multi-tasked, time sensitive office
environmentAdvanced analytical/quantitative, reconciliation and
deductive reasoning skillsAdvanced skill developing and
