Description This is a re-advertisement.-- Previous applicants need not reapply. The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner, is seeking a Park Manger I - --Stormwater Manager to work within Montgomery County Department of Parks, Southern Parks Division.-- The department serves a diverse population of over one million residents in Montgomery County, Maryland, and manages 419 parks on more than 37,000 acres of parkland.-- The Department has an annual operating budget of over $100 million, a six-year Capital Improvement Program of over $180 million, and a career staff of nearly 800 employees. This position is responsible for maintaining the stormwater management facility inventory and assists other park managers with National Pollution Discharge Elimination System (NPDES) compliance and reporting. Additionally, the successful candidate will be responsible for training division staff on the use of Best Management Practices (BMP's) related to each type of stormwater management facility structure, including various types of ponds, bioretention and raingardens, bioswales and infiltration trenches. The successful candidate will be responsible for working within the Enterprise Asset Management (EAM) program to maintain accurate stormwater management facility records, to create reporting mechanisms for staff to track labor, material, equipment and contracts used for stormwater facility non-structural maintenance. The Stormwater Manager will supervise the Stormwater Facility Maintenance Team, which performs non-structural maintenance on all stormwater management facilities within the Southern Region of Parks. The team currently maintains approximately 270 facilities and the number is steadily growing. The successful candidate's responsibilities will also include participation in design review of new stormwater facilities. The Stormwater Manager will be a member of the NPDES Core Team that coordinates, advises, and reports on all aspects of Park's NPDES permits. -- -- -- Examples of Important Duties Supervises the Stormwater Facility Maintenance Team that is responsible for providing non-structural maintenance to all stormwater management facilities in the Southern Region. Ensures non-structural maintenance of stormwater facilities to Maryland Department of the Environment (MDE) mandated standards. Maintains and updates the inventory of stormwater management facilities. Coordinates with GIS and EAM staff to maintain accurate and updated tracking of all stormwater management facilities in the Southern Region. Works within the EAM program to create reporting mechanisms for staff to track labor, materials, equipment, and contracts for stormwater management facilities. Trains managers, leaders, and maintenance staff in the application of Best Management practices related to stormwater management facilities, pollution prevention, and water quality issues in general. Presents power point presentation to a wide audience of park staff.-- [G1] -- Is a core member of the MNCPPC ---NPDES--Core Team, which has the role of providing accurate data reporting for MS4 permit compliance to MDE, of regularly updating Park Division Chiefs on permit compliance efforts, and of co-teaching the yearly Pollution Prevention Training for compliance with the MS4 Permit and the Industrial Permits of maintenance yards. Participates in--PDCO--design review of stormwater management facilities and associated planting plans. Coordinates with Park Development Division, Park Maintenance Facilities, and Natural Resources staff on water quality, wildlife, and vegetation issues in Parks to protect natural resources. Manages the stormwater management facility maintenance budget, contracts, and hires stormwater facility maintenance staff. Communicates with the MC-Department of the Environment (MC-DEP) regularly, regarding structural and non-structural stormwater facility maintenance on parkland. -- WORKING CONDITIONS: Works indoors and outdoors. Work conditions may include exposure to dust, vibration, noise, chemicals, dirt, waste, odors, pesticides, wildlife, potential harmful insects (for example, bees, hornets, wasps, etc.) as well as exposure to adverse weather conditions (heat, cold, snow, rain, etc.). Minimum Qualifications 1. Bachelor's degree in park management/administration, outdoor recreation, natural sciences, or a related field and one year of park management experience that included supervision and leadership of a staff; or 2. An equivalent combination of education and experience. 3. Valid driver's license. 4. Additionally, contingent upon area of assignment, some positions in this class may require: a. Commercial Driver's License with appropriate endorsements upon appointment, or the ability to acquire one within six months. b. Maryland Department of Agriculture Pesticide Applicator's certification in the categories appropriate to the work assignment. c. Certification by the National Playground Safety Institute. Experience in managing stormwater management facilities and knowledge of NPDES regulations and compliance necessary. -- THE MARYLAND-NATIONAL CAPITAL PARK AND PLANNING COMMISSION -- 2017 BENEFIT SUMMARY FOR MERIT SYSTEM EMPLOYEES -- -- The following information is a summary of benefits extended to all Merit System employees of the Maryland-National Capital Park and Planning Commission (M-NCPPC). --All plans are optional except the Defined Benefit and Long Term Disability plans. -- Retirement Programs Defined Benefit Plan (Mandatory Participation) - Plans A, B and E exclude FOP members. Plan Employee Contribution Plan A: 7% of base salary. Social Security Wage Base (SSWB) and 8% in excess of SSWB. Plan B:-- 4% of base salary up to maximum Social Security Wage Base (SSWB) and7% in excess of SSWB. Plan C:-- 9% of base salary. (FOP members only) Plan D:-- 8% of base salary.-- (FOP members only) Plan E:-- 4% of base salary up to maximum Social Security Wage Base (SSWB) and 8% in excess of SSWB. Deferred Compensation ICMA-RC 457 plan (Optional) Traditional and Roth IRAs (Optional) -- Health Insurance Plans (FOP Members Pay 20% for Medical, Prescription and Dental.)
