CHENEGA PROFESSIONAL & TECHNICAL SERVICES, LLC Company Job Title: Public Health Analyst-FDA-CPTS Chenega Job Title: Analyst III, Program Clearance: Public Trust Location: Silver Spring, MD Reports To: Program Manager FLSA Status: Exempt, Full Time, Regular Prepared Date: 11-26-2019 Approved Date: 11-26-2019 Summary: Chenega Professional and Technical Services, LLC (CPTS) is seeking a Public Health Analyst to support the Food and Drug Administration (FDA), Center for Biologics Evaluation and Research (CBER), Office of Management (OM), Division of Scientific Advisors and Consultants (DSAC). Specifically, the Public Health Analyst will support the Division advisory committee meetings, ensuring all legal and Agency requirements are met. This individual will also support the Advisory Committee Division staff who has overall responsibility for administering the ongoing review of issues assigned to the committee. Duties and Responsibilities: * Works in coordination with the Division staff to: * Provide a wide variety of background information to the committee members and consultants to assist with members review and evaluation of matters coming before the committee as determined by the sponsoring CBER program office; * Collect and provide information to be considered by advisory committee members, to adequately evaluate the assignment. * Attend Committee and Agency meetings where committee actions are discussed. * Prepare and submit paperwork for the best-qualified committee members for the committee, subcommittees and other special assignments. * Participate with Division staff in bringing the scientific consultants on their special assignments. Such assignments may involve special meetings with principal investigators of studies submitted to the committee for review and with Agency scientists also involved with these issues. * Develops knowledge of the comparative competencies of scientists working in the field of interest to recommend outstanding candidates from the diverse scientific disciplines needed to maintain a balance of skills and the highest level of competence in the committee membership. * Plays a prominent role in planning and arranging the committee meetings that will lead to more rapid resolution of issues and dissemination of information. After committee meetings, the contractor prepares summary statements of committee findings and recommendations for use by the senior officials of the Agency. * Contacts and meets with members and officials of various research institutions (academia, foundations, institutes, regulated industry, and other governmental institutions) at the most senior level such as deans, departmental heads, directors of research programs, and presidents or executive directors of professional and scientific medical organizations to obtain recommendations for possible subject matter experts to serve on the assigned committees. Prepares and submits the paperwork, typically HR paperwork and appointment memos that are internal to CBER, to approving officials to bring committee members on board. * Assists the Division staff in screening the Scientific Advisors and Consultants who are asked to participate in the advisory committee meetings and other Agency assignments for potential Conflicts of their financial interests to ensure that only participants who are free of financial interests related to the meeting topics are authorized to participate. * As required, supports the Division in preparing special documents, reports for OMB, Congress, and similar hearings, the contractor aids in developing special reports, justifications of needs, etc. * Attends committee meetings and provides professional and administrative support to the DFOs to prepare for and conducting the Advisory committee meetings. Assumes responsibility for maintaining all committee records; works with committee members in preparing committee reports; and assures that the committees meet all legal and Agency requirements. * Other duties as assigned. Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.) * Master's Degree in Public Health, Health Science, or related field in regulation and research. * A minimum of six to eight years of project management experience, communication and customer service skills. * Familiarity of federal advisory committees. Knowledge, Skills and Abilities: * Experience in synthesizing and disseminating information regarding complex issues, decisions, or policies. * Experience in using project management skills to plan, organize and coordinate numerous projects and time sensitive assignments. Specific vision abilities required by this job include close vision. Work Environment: (The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.) * The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment. * During visits to areas of operations, may be exposed to extreme cold or hot weather conditions.
