CSS-Inc seeks a scientific database manager with 3-5 years of experience for a full-time contract position managing and manipulating spatially-explicit biological and environmental data at the National Oceanic and Atmospheric Administration's (NOAA) National Centers for Coastal Ocean Science (NCCOS). NCCOS' Biogeography Branch conducts ecological and oceanographic studies to map, characterize, assess, and model the spatial distributions and movements of estuarine and marine organisms across habitats throughout the United States and Island Territories. We are seeking an individual with a broad suite of data science and management skills, with preference given to additional background in the marine sciences. The individual will steward existing and new Gulf of Mexico Council Monitoring and Assessment Program (CMAP) inventory data (and associated documentation).The scientific database manager should have experience with stewarding and cataloging environmental data, including hydrographic surveys, biological and physical observations, video and photographic data, geospatial data products (i.e., GIS layers), and model output.Responsibilities: -Data Stewardship:? Work with NCCOS Scientific Data Management Team to create, publish, and maintain project datasets and data packages (including Section 508-compliant documentation) via submission to NCEI (or other data repositories) for long-term preservation and public access for general users, and data web service packages (e.g, ERDDAP, MapServer, NOAA GeoPlatform) for enhanced public access targeted to specific communities of practice.? Disseminate stewarded datasets and services via NCCOS websites.Data Management:? Assist NCCOS data manager with developing procedures to maintain a data storage organization and cataloging system to share and track CMAP data (e.g., bathymetric surveys, seafloor imagery, ground truthing videos, and related mapping datasets).? Assist with maintaining a data management plan, including the steps and mechanisms to manage, describe, analyze, store and share CMAP data.Data Warehousing and Metadata Development:? Maintain a data repository of analysis-ready datasets, developed from multiple data sources.? Devise, coordinate, and conduct QA-QC, mass data-cleansing initiatives for the purpose of purging and eliminating corrupt, redundant or outdated information.? Write and manage metadata for CMAP inventory data.? Collaborate with NCCOS IT to ensure data are publicly served in a timely manner.? Respond to requests for CMAP data or ancillary information for data interpretation.? Work with NCCOS Scientific Data Coordinator to ensure compliance with federal data management and accessibility standards.? Collaborate with other NCCOS, NOAA, and state/federal offices on data sharing efforts.? Collaborate with NCCOS scientists on data reports, publications, and other products as appropriate.

Qualifications: -Minimum Qualifications--- B.S. degree in computer science, database administration, information technology, or an appropriate natural science degree. --- Demonstrated proficiency in SQL programming.--- Demonstrated proficiency in writing metadata to ISO standards.--- Demonstrated proficiency in statistical analyses. --- Demonstrated ability to work with interdisciplinary teams.--- Strong communication and collaboration skills.--- Demonstrated ability to work independently in a self-directed environment.Preferred QualificationsIn addition to the above qualifications:--- M.S. degree in computer science, database administration, information technology, or an appropriate natural science degree. --- Professional certification in SQL Server. --- Experience in working with PostgreSQL database management systems. --- Experience in developing and/or managing web portals to serve data. --- Experience in working with geospatial data systems. --- Familiarity with multiple data types and sources (chemical and ecological data in particular).--- Familiarity with data storage architecture.--- Familiarity with HTML, CSS, JavaScript, Python, Anaconda, ArcGIS, SAS, JMP, R, and MatLabLOCATION:Preferred: Stennis Space Center, Mississippi (Hancock County MS; Zip code = 39556)Alternate: Silver Spring, MD (Montgomery County, Zip code = 20910)Remote Telework is negotiable -CSS is predominantly a Federal Contractor and is subject to following the terms of Executive Orders.
