Job Description POSITION SUMMARY: HIAS seeks a Technical Advisor, Child Protection to lead and drive strategy, positioning and guidance of HIAS--- Child Protection work globally. The immediate priorities will include establishing child protection systems and structures in emergencies and development, ensuring that monitoring processes are in place, ensuring that high quality timely reporting occurs, confirming that program quality and relevance is continually assessed and making sure solutions are quickly put in place. In collaboration with other sector team directors, the Technical Advisor, Child Protection conducts global child rights analysis, developing strategic and operational work plans that meet priority needs while ensuring field integration and alignment to HIAS--- international protection principles. Note, this position is based at our headquarters in Silver Spring, Maryland or our office in New York, New York, and we will consider a remote option for applicants who live outside of commuting distance to either of our offices and are based in other states in which we are registered (Arizona, California, Colorado, Connecticut, Florida, Georgia, Iowa, Michigan, Minnesota, Nevada, New Jersey, Ohio, Oregon, Pennsylvania, Texas, Virginia, West Virginia, Wisconsin). ESSENTIAL FUNCTIONS: Leads and oversees global child protection strategy, including child-rights analysis. Contributes to the development and review of child protection systems and frameworks for country offices. Facilitates the development of standardized child protection indicators across HIAS--- signature approaches (GBV, Legal Protection, MHPSS and Economic Inclusion). Supports needs assessments, program analysis and planning processes. Develops and facilitates processes that ensure children participate in design, implementation and monitoring and evaluation of programs. Supports on developing adaptive programs/projects for development and emergency contexts. Ensures that appropriate technical input and staffing is available for any emergency response. Supports country offices in meeting their needs for quality programming that meets the needs of children from different backgrounds. Works with the Institutional Development team and other colleagues to write concept notes and proposals. Supports donor engagement activities and funding lead generation efforts. Works with the Senior Director, Technical Excellence to identify tangible opportunities to increase impact for children through fundraising. Develops and rolls-out child protection resources to relevant HQ staff and country office teams. Ensures that country offices have the right resources to implement projects. Represents HIAS in relevant internal and external child protection platforms. Maintains regular working relationships with donors, partners and international NGOs. Engages in relevant UN and InterAction working groups and clusters on a regular basis to promote HIAS--- commitments to displaced and refugee children. Performs other duties as assigned. QUALIFICATIONS & REQUIREMENTS: Undergraduate degree in Social Work, Human Rights or relevant Social Science field required; graduate degree preferred. 4-6 years of relevant experience, with extensive experience in child protection programming in developing countries. Strong understanding of child protection systems in development and emergency contexts. Experience from global child protection agency strongly preferred. An understanding of basic MEAL processes. Demonstrated track record of program development and fundraising with major (institutional, foundations, private) donors strongly preferred. Knowledge and familiarity of child rights governance and policy at global and/or country level desired. Experience and familiarity conducting child rights analysis. Demonstrated familiarity and understanding of the six grave violations against children. Knowledge and familiarity of other protection sectors, such as Gender/GBV, psychosocial support and child resilience strongly preferred. Strong capacity-building skills. Excellent written and oral communications skills. Ability to work under pressure and willingness to work flexible hours in the event of major emergencies.
