Responsibilities Conduct studies at supervisor's request, researches sensitive issues, analyzes and presents findings, and recommends administrative strategies or changes in internal operating procedures to incorporate new legislative requirements. Develop position papers to explain study findings and recommendations. Conduct literature searches of various libraries and cross reference publications via library resources, on-line systems, and other in-house databases. Edit correspondence, briefing packages, program review documents, and presentation materials. Serve as liaison to various FDA information resources management staff on special projects. Provide support on a variety of confidential matters pertaining to administrative operations. To qualify for this position at grade GS-9/11, you must meet Time-in-Grade requirements by 11:59 pm EST on 11/22/19. In ition, applicants must meet one year of specialized experience equivalent to the next lower grade level and/or education requirements for each grade level as documented below. If you are qualifying based on specialized experience, your resume must clearly show all of the specialized experience as described below for each grade level. If substituting education for experience, a transcript is REQUIRED for validation purposes. FOR THE GS-09 LEVEL: Applicant must have one year (52 weeks) of specialized experience, equivalent to the GS-07 level in the Federal service or public and private sectors, to include, analyzing, evaluating, conducting studies, preparing reports, presenting findings, and performing various administrative duties. OR B. A Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of LL.B. or J.D., if related.; OR C. A combination of education and experience as listed above. FOR THE GS-11 LEVEL: Applicant must have one year (52 weeks) of specialized experience, equivalent to the GS-09 level in the Federal service or public and private sectors, to include, analyzing, evaluating, conducting studies, preparing reports, presenting findings, and performing various administrative duties such as recommending administrative strategies, planning and organizing meeting or conferences, and preparing conference or meeting agendas. OR B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related.; OR C. A combination of education and experience as listed above. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment.
