Associate Director, Budget & Fiscal Compliance, LAC Department:
Budget & Fiscal Compliance
Location: Silver Spring, MD
HIAS seeks an Associate Director, Budget & Fiscal Compliance,
LAC to serve as an expert resource in the creation and management
of budgets, as well as the management of grants and cooperative
agreements from initiation to closure in the Latin America and
Caribbean countries where HIAS works. S/he will assist with the
annual budgeting process for the organization. The Associate
Director, Budget & Fiscal Compliance will advise and help build
capacity within all divisions/offices in preparing and managing
budgets and leading the completion of forecasts and financial
S/he will serve as a resource on fiscal compliance areas related
to the management of HIAS’ funding portfolio. The Associate
Director, Budget & Fiscal Compliance will also assist with the
drafting and oversight of policies and procedures supporting HIAS’
administration and management of grants and cooperative agreements,
specifically for US Government and the UN. The Associate Director,
Budget & Fiscal Compliance, LAC will work closely with the
Director, Budget & Fiscal Compliance on those tasks and activities
that affect all regions, to ensure consistency and continuity.
Assist with the annual budget process, including developing
calendars, work plans, templates and providing training for HQ, NY
and Country Office staff.
Assist with budget revision process for assigned departments and
country offices in LAC, as well as drafting financial summary
Prepare monthly management reports and dashboard for assigned
departments and country offices.
Assist in building organizational capacity in planning and
budget, including guidance and training documents.
Develop tools for analysis of projections and for forecasting to
provide senior leadership with better information for decision
Work closely with the Development team, Program and Country
Office staff to draft proposal budgets for new funding, including
detailed budgets and budget narratives.
Grants Management/Fiscal Compliance
Develop tools to be used by staff for effective management of
grants, with guidance from the Senior Director, Budget & Fiscal
Compliance, and CFO.
Monitor the systems that support areas of responsibility to
ensure they meet operational needs, make recommendations for
improvement, and actively participate in change management.
Assist with the development of policies and procedures to meet
organizational standards for grant and subgrant management; keeping
policies and procedures current and communicate updates to all
staff with related responsibilities.
Maintain a working knowledge of laws, regulations, policy, and
other requirements that affect grants management, in particular
federal grant requirements.
Partner with accounting to review monthly management reports,
identify risks and variances and corrective actions.
Assist Senior Director, Budget & Fiscal Compliance with analysis
and maintenance of staff allocations.
Ensure all donor reporting is done in time and is accurate for
domestic and international programs; maintain appropriate records
and address any open issues with donors.
Assist with the maintenance of the Master Grant list on
Provide training on grant and subgrant management for staff with
those responsibilities, supporting the ultimate goal to mitigate
the risk of potential disallowances or non-performance.
Coordination with Programs
Maintain close collaboration with Programs to ensure grants and
fiscal management are coordinated, including programmatic reporting
Work with Programs and Development teams to identify new funding
opportunities and assign preparation of fiscal component to members
of the BFC team.
Review Life of Grant reporting with key Program staff on a
quarterly basis or as issues of non-spending or overspending
Represent HIAS, as appropriate, with funders and other
stakeholders in coordination with Programs.
Participate in other activities in support of the program.
Coordination with Accounting
Maintain close collaboration with the Accounting Team to ensure
grants and fiscal management are coordinated, including financial
reporting to funders.
Work closely with Accounting staff on issues relating to grant
expenses and financial reporting, including accruals, cost share,
time allocations and subawards.
Coordinate with the Accounting Team to ensure temporarily
restricted balances are updated and communicated appropriately to
Program colleagues to ensure efficient utilization of these
Represent HIAS, as appropriate, with funders and other
stakeholders in coordination with Accounting Team.
Qualifications & Requirements:
Undergraduate degree in Business Administration, Finance,
International Business, Public Administration or a related field
required, graduate degree preferred.
Experience with federal grant proposal budgets required
Minimum of five years’ experience in managing the compliance
function in the area of grants, contracts, procurement and
sub-agreements especially US Federal (OMB Circulars, USAID, A122,
A133, Uniform Guidance & FAR) and European Governments.
Experience working with budget software program(s)
Experience of working with international programs including
travel/training in third world countries is highly desirable.
Advanced level of proficiency in management of grants,
sub-grants, and procurement; experience with management information
systems and reporting metrics.
Ability to interact at all levels and with all departments
Possesses strong written and verbal communication skills and can
communicate clearly with thoughtful, accurate information.
Ability to properly prioritize work and escalate issues as
needed and complete work in a timely manner while working on
Ability to explain and demonstrate appropriate methods to staff
while determining an appropriate course of action for resolution
and to enforce best practices going forward.
