National Oceanic and Atmospheric Administration Director, Office of Science and Technology Integration in Silver Spring , Maryland Summary

The National Oceanic and Atmospheric Administratin (NOAA) National Weather Service (NWS) plays a key role in protecting American lives and property. The provision of weather, water, climate, & environmental information supports the Nation's social and economic deveopment. The Office of Science and Technology Integration (OSTI) integrates into operation the scientific techniques and system capabilities in response to service requirements of NWS in accordance with NOAA and NWS policies.

Responsibilities

The Director of OSTI has full responsibility for establishing, managing, and providing strategic direction for the Office of Science and Technology Integration (OSTI). The OSTI integrates mission execution needs with the 3 year budgetary cycle processes. The Office leads planning and allocates resources to select the best mix of executable programs, projects, and activities for science and technology integration needs.

Specifically, the incumbent has full responsibility for the discharge of the following essential NWS functions: Serving as the principle management liaison within NWS, at NOAA laboratories and centers, universities, and private sector organizations to communicate research needs and bring emerging science into operations.

Managing development of potential system and scientific solutions.

Initiating research and/or development of programs/projects to address validated requirements.

Managing field innovation to ensure efficient and effective use of NWS resources.

Managing the research to operations process to improve transition of new science into field operations.

Managing social science integration to improve NWS products and services.

Facilitating integration of improved model guidance and decision support tools into field operations through training and social science integration.

Overseeing the Meteorological Development Laboratory which conducts or sponsors applied research and development aimed at improvement of diagnostic and prognostic weather information intended to be used as guidance in making official weather forecasts, and carries out studies for the general improvement of prediction methodology used by NWS.

Overseeing testbed platforms to ensure weather, water, and climate program needs are met.

Incumbent may be subject to geographic mobility.

Ability to obtain and maintain a Secret security clearance.

Newly appointed SES members must serve a 1 year probationary period.

Position is subject to pre-employment background investigation.

Public Financial Disclosure (OGE-278 filing within 30 days is required).

Position is subject to random drug testing.

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

Qualifications

To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed below and the educational requirement. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.SES Executive Core Qualifications (ECQs):ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.ECQ 5 -Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font. Professional/Technical Core Qualifications (PTQs): HR SPECIALIST ENTERS IN PTQsPTQ 1 - Demonstrated experience in the theories, principles and practices of modern weather forecast and analysis systems; and applied research in the fields of meteorological, hydrological, engineering, or oceanography.PTQ 2 - Experience in developing collaborative working relationships with academia, private sector and other federal agencies. This includes leveraging new science, technology and best practices in support of service delivery.PTQ 3 - Experience which demonstrates a knowledge and understanding of new technological applications to weather prediction, such as weather information processing systems and state of the science forecasting techniques.NOTE: Responses to PTQs must not exceed 2 pages per PTQ, for a total of 6 pages.

Education

BASIC REQUIREMENTSA. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Background Investigation: This position is designated as Secret and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees.
