Position Description

Will support the NOAA Restoration Center with strategic planning and program performance management and evaluation to meet annual requirements as well as long term plans for ensuring program priorities address established agency goals and objectives. Duties include:

Supporting the execution, development, and reporting of strategic plans, annual priorities documents, and annual action plans for the RC. This will include identifying patterns and trends in activities, methodologies, and performance; offering solution options for program challenges; and supporting the development of division Business Case Analyses, Business Plans, and other strategic documents.

Supporting data management needs including ensure quality control, identification of data quality deficiencies; developing and conducting training on database functionality, supporting the support development of tools and reports that support performance management activities, and supporting development of new standards for data quality, completeness, and retention of records.

Supporting database development and management including database administrative functions, enhancing organization of reports for performance reporting, translating programmatic data collection and reporting needs into database requirements, supporting the development of tools that support program, division, and office-level business functions and tools and reports needed for data collection, performance reporting, data quality control, and data requests.

Providing program support and coordination by participating on project teams to analyze technical issues associated with performance measures, business rules, or monitoring information, assessing intra-organizational goals and objectives, strategies and activities, measures, and other performance elements; identifying trends in performance, and supporting the development of project management and implementation tools.

Required Skills

3 years of specialized experience with environmental/scientific program support including an understanding of the issues in environmental policy, ecology, coastal and marine ecosystems or fishery habitat restoration. Must have experience working with data management systems; running data queries using data reporting software tools; and, organizing and reviewing data for quality control. Must have the ability to manipulate and perform analysis on data using MS Excel or other applications. Requires strong project management skills including ability to handle multiple, concurrent, and competing projects and responsibilities. Must have experience with complex spreadsheets and database administration and reporting as well as experience making presentations. Must have strong interpersonal as well as strong verbal and written communication skills. Must be well organized and detail oriented. Must have experience working independently and as a member of a team.

Knowledge of Geographic Information System (GIS)

Knowledge of Microsoft SharePoint and Office tools

Knowledge of Google Apps

Knowledge of IBM Cognos.

Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.

Education

BS/BA in environmental, policy, related discipline, or equivalent.
