S/he will facilitate information flow between DVBIC Leadership, Program Managers, government and contract staff and contract company throughout DVBIC HQ and the Network Sites. S/he will oversee and execute the all contract personnel actions DVBIC HQ and network sites, workflow and operational procedures as outlined in contract requirements. + Performs duties under the guidance of the Program Manager, TQMC leadership and the Network Site Directors within their assigned network region. + Facilitates information flow at their network sites within their region between sites contract staff, department/office staff lead (at HQ), as well as, government staff on site and contract company POC. + Provides input regarding the assigned network sites budget as a whole and for individual, identified projects as required. + Reviews space utilization and needs for each Network Site and makes recommendations up the chain of command accordingly. + Analyzes cost and pricing data submitted to verify and substantiate direct and indirect costs for all assigned Network Sites. + Overseas and/or prepares program summaries and reports for government Site Directors, TQMC leadership and others as required and/or requested. + Prepares requests for actions/proposals and other projects as needed or requested. + Coordinate's initiation and processing of purchase orders request, supply sources, work orders and maintenance and renovation requests for each assigned Network Site. + Ensures full compliance with all contract requirements, schedules and provisions for each assigned Network Site.Ability to take initiative, provide leadership, maintain confidentiality, meet deadlines, and work in a team environment. + Ability to prioritize and manage multiple projects. + Recognized leader in the peer review community. + Demonstrated skills in managing complex projects involving the evaluation of care in a multi-center healthcare system. + If the Program Director is not a physician, identified equivalent clinical and managerial qualifications. + Recognized review experience. SAMPLE OF TASK AREAS: + The CO may require the contractor to participate in other MHS meetings, such as contractor roundtables, annual conferences, or summits. + Not later than 90 days after the JCs release of new National Hospital Measure Sets, the contractor shall review and inform to the COR of the applicability to inpatient MTFs, the volume of patient records for the past year that would meet the specifications for the new measures, and the proposed data collection processes. + Annually, the contractor shall coordinate with the inpatient MTFs and each Military Services quality leaders to select the JC ORYX core measures for submission to the Joint Commission to ensure a successful transition to any new core measure sets. + The contractor shall develop and provide each inpatient MTF with a monthly report of identified triggers and identified harms by trigger and category. In addition, the contractor shall submit a consolidated control chart of progress over time to include Adverse Events per 1,000 Patient Days; Adverse Events per 100 Admissions; and Percent of Admissions with an Adverse Event (CDRL M020, Global Trigger Tool-MTF Report). + Quarterly, the contractor shall provide its analysis of each purchased-care contractors quality issues, utilization concerns, coding irregularities, suspected fraud and abuse, inappropriate medical care, preventable admissions, and care that is not a TRICARE benefit to the respective purchase-care contractor. This analysis shall be of sufficient detail that the respective purchased care contractor is able to understand the concerns and respond to the findings. The purchased-care contractor shall have an opportunity to review the issues identified and must respond in writing to issues within 45 calendar days of this report per TOM Chapter 7, Section 3. PREFERRED EXPERIENCE: + DoD experience + Medical Health Care Systems experience + Must have experience working within a case management system + Experience participating in Quality and Utilization Reviews, Medical Necessity Reconsideration Reviews, Appeals and Hearings Internal and External Reviews, Standard of Care / Quality of Care Reviews (SOC), Standard of Care / Quality of Care Reviews (QOC) + NCQA/URAC experience strongly preferred REQUIRED EXPERIENCE: + Knowledge, Skills and Abilities: Knowledge of federal program management and federal budget process required. Ability to use sound judgment in problem solving and excellent interpersonal and communications skills required. Ability to coordinate complex issues at any given time required. Must adhere to legal, professional and ethical codes with respect to confidentiality and privacy. + Minimum Education/Training Requirements: Masters in management or health related field required. PhD in a related field is preferred. Experience within one of the mentioned fields may be accepted in lieu of educational minimums. + Minimum Experience: Minimum 8 years in related experience working with government agencies, contracting and programs required. Prior experience within the DoD/VA systems of care strongly preferred. + Required Licenses: None. + Physical Capabilities: Must be able to sit and stand for long periods of time. May encounter patients who are confused, agitated, or abusive. + Supervisory Responsibilities/Controls: Supervises and oversees their contract staff for administrative and personnel actions. + Work Environment: Office and clinical environment.
