Summary

The incumbent serves in a developmental capacity as a Budget Analyst, GS-0560. The supervisor reviews incumbent's effectiveness and overall progression toward the full performance of the target position.

Responsibilities

As a Budget Analyst you will:

  • Perform budget development, formulation and/or execution functions for assigned programs or administrative budget areas.
  • Monitor, review and reconcile commitments, obligations, reimbursable orders, etc.
  • Identify potential issues and provide recommendations for resolution of budgetary problems.
  • Identify opportunities and recommend process improvements to the budgetary processes, policies, and procedures.
  • Maintain databases, registers, and other budget tracking systems employed by the organization.
  • Track obligations, expenditures and the flow of funds.
  • Ensure fund availability for the processing of obligating documents.
  • Work with managers and program specialists in the development of annual work plans and schedules for the execution of approved budgets.
  • Compile data and prepare a variety of ad hoc and reoccurring reports and analyses related to financial management issues such as the status of funds, obligations, FTE usage, etc.
  • Review and edit agency and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines.
  • Negotiate budget funding amounts, timing, and changes with program managers, monitoring budget, recommending reprogramming of funds as needed.
  • Other duties as assigned.

Qualifications

Minimum Qualifications:

For GS-7: Applicants must have one year of specialized experience at the GS-5 level of difficulty and responsibility in the Federal service as defined in the next paragraph.

Specialized Experience: Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience performing routine duties in the areas of budget formulation, presentation, and/or execution.

OR

Have successfully completed 1 full year of graduate level education

OR

Superior academic achievement.

OR

Have a combination of specialized experience and graduate education that together meets 100% of the qualification requirements for this position.

For GS-9:Applicants must have one year of specialized experience at the GS-7 level of difficulty and responsibility in the Federal service as defined in the next paragraph.

Specialized Experience: Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience using budgetary methods, practices, procedures, regulations, and other guides in order to perform routine continuing assignments in the areas of budget formulation, presentation, and/or execution.

OR

Have a Master's or equivalent graduate degreeOR2 full years of progressively higher level graduate education leading to such a degree or LL.B., or J.D., if related.

OR

Have a combination of specialized experience and graduate education that together meets 100% of the qualification requirements for this position.

Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education completed in colleges or universities outside the United States may be used to meet the education requirements.
