Spring, MDClearance Required: Public Trust DescriptionIBSS is
seeking a full-time Communications & Outreach Specialist to support
NOAA Ocean Service (NOS) Center for Operational Oceanographic
Products and Services (CO-OPS) in Silver Spring, MD. A
well-qualified candidate will support internal and external
communications, stakeholder engagement, outreach, and technical
assistance for NOS CO-OPS. Primary support will be in the
engagement of users and stakeholders of two major vertical datum
references that CO-OPS is updating - the National Tidal Datum Epoch
(NTDE) and the International Great Lakes Datum (IGLD). If you are

to hear from you! Key Responsibilities:Work with subject matter
experts and other CO-OPS personnel to identify appropriate
stakeholders and design and facilitate the execution of community
engagement and outreach efforts related to the NTDE and
IGLD.Create, maintain, and execute a detailed engagement and
outreach plan to inform appropriate stakeholders of the upcoming
NTDE and IGLD updates. This includes identifying target user groups
and associated stakeholders; developing key messages and outreach
products (e.g., one-pagers, graphics, visualizations, web content,
videos, digital newsletter); developing a schedule of proposed
engagement events to communicate the timing and impact of the
upcoming NTDE and IGLD updates (e.g., in-person workshops, online
webinars); and participate in those engagement events, as
needed.Participate in the international working group for IGLD
outreach under the Vertical Control Water Level Subcommittee of the
Great Lakes Coordinating Committee, in order to coordinate
engagement and outreach plans with our Canadian counterparts for
the IGLD update.Develop and disseminate the CO-OPS News and Updates
information product, write website content, design and produce
graphics, photos, videography, and social media outreach
material.Develop written communication products, assist with
digital newsletters and stakeholder outreach, develop and
coordinate the CO-OPS exhibiting plan, and maintain an inventory of
exhibit displays.Serve as a liaison between external partners and
CO-OPS subject-matter experts for technical support and training
regarding observing system installation and maintenance,
oceanographic data processing and analysis, datum computation,
coastal decision-support applications, and NOS standards,
specifications, and processes.Respond to users' data and product
requests, create training materials, and provide outreach on CO-OPS
products and services to users and partners. Required Skills
/Education/ Certifications & Qualifications:Master's degree in
oceanography, marine science, marine policy, or a related field and
at least two years of relevant experience, or a Bachelor's degree
in an aforementioned field and six years of relevant
experienceExpertise with Microsoft Office applications and Google's
collaboration suite (e.g. Docs, Sheets, Slides)Strong written and
verbal communication skills, including a demonstrated ability to
convey complex scientific information clearly and
succinctlyExcellent organizational skills and strong attention to
detailDemonstrated ability to self-manage workload and meet
variable (but often short) deadlines for multiple concurrent
tasksExcellent interpersonal skills, particularly the ability to
work independently as well as with others to develop, revise, and
share information. Desired Skills:Master's degree in oceanography,
marine science, marine policy, or a related field and at least two
years of relevant experience, or a Bachelor's degree in an
