Salary Range: $67,156 to $111,407
The mission of the Department of Environmental Protection (DEP) is
to enhance the quality of life in our community by protecting and
improving Montgomery County's air, water and land in a sustainable
way while fostering smart growth, a thriving economy and healthy
communities.
DEP is seeking to fill an Accountant/Auditor Lead/Senior position
to lead the preparation and monitoring of the Department's
operating and capital budgets for the General Fund, Water Quality
Protection Fund (WQPF), and developing the 6-year fiscal plan for
the Capital Improvements Program backed by the WQPF. The position
is also responsible for compiling, preparing, and submitting
financial packages for state and federal grant and loan
reimbursement requests and preparing quarterly financial analyses,
monthly financial reports and reviewing Purchase Card transactions
and requests for purchase orders for the General Fund and WQPF.
This position resides in the Business Office, Administration and
Operations Section within the Director's Office.
Key responsibilities include, but are not limited to:
--- Preparing the operating budget for the Water Quality Protection
Charge (WQPF) fund. This is a tax supported special revenue fund.
This includes preparation of initial budget year estimates, review
of past and current year budgets to identify changes or trends
impacts expenses and revenues for future years and ensuring the
final budget submission is completed. A critical and integral part
of the budget formulation process for the WQPF is developing the
6-year fiscal plan and recommended tax rate under several budget
and program scenarios.
--- Preparing the operating budget for the General Fund for the
Department. This includes preparation of initial budget year
estimates, review of past and current year budgets to identify
changes or trends impacting expenses and revenues for future years
and ensuring the final budget submission is completed.
--- Monitoring the execution of the operating budget for General
Fund and WQPF through preparation of periodic financial reports,
quarterly analyses, and other management analyses.
--- Preparing the capital budget for the Water Quality Protection
Charge Fund. The capital projects funded by WQPF are necessary to
support the County's MS4 permit, under the Clean Water Act and to
fund projects done by Department of Transportation and Maryland
National Capital Park and Planning Commission.
--- Overseeing the financial reporting and budget execution for the
CIP budget including preparation of State Aid reimbursement
requests, State loan reimbursement requests, and approval of all
CIP invoices.
--- Reviewing and approving invoices funded by the General Fund and
WQPF and as Purchase Card approver for all cardholders. Managing
year-end invoice processing and accrual process. Reviewing and
approving petty cash payments and travel requests.
--- Developing, initiating, and implementing policies, procedures,
and forms for department fiscal activities.
The ideal candidate will have considerable knowledge of accounting,
budget analysis, and auditing principles, practices, and
procedures; thorough knowledge and proven skills in the development
of complex multi-year budgets; and the ability to prepare
comprehensive reports and interpret financial reports and
statements as well as identify and solve problems.
The successful candidate must have the ability to plan, organize,
set priorities, and manage multiple work assignments and deadlines;
work independently as well as work in a collaborative environment
within a large organization; have excellent interpersonal and
communication skills; be able to deal tactfully, effectively, and
equitably with people; have a positive attitude; be team oriented,
and work well under pressure.
This position requires the ability to attend meetings or perform
work at locations outside the office, and occasional weekend and/or
evening work may be required.
To ensure a positive workplace and to comply with federal, state
and County laws, the incumbent is responsible for completing
mandatory trainings within the first three to six months or within
the specified timeframe.
MINIMUM QUALIFICATIONS
Experience: Considerable (four (4) years) professional experience
in a financial accounting, auditing or business administration
field.
Education: Graduation from an accredited college or university with
a bachelor's degree in accounting; or a bachelor's degree in
Business Administration or Public Administration or a related field
with a major of accounting coursework.
Substitution: Certification as a Certified Public Accountant (CPA)
may be substituted for a degree in Accounting or a major in
Accounting.
