Job DescriptionPOSITION SUMMARY:HIAS seeks a Program Associate, Pre-Arrival (Afghan Placement & Assistance) to work closely with the State Department, HIAS affiliates across the country, U.S. national Resettlement Agencies (RAs) and other stakeholders to serve new arrivals to the United States through the Afghan Parolee Assistance (APA) Program. They are involved in all aspects of pre-arrival case processing for this population, which may include facilitation of case placement and assurance, case transfers and refugee travel. This position will also assist with final reconciliation of data for the end of the program.Note, this is a full-time, temporary position that starts ASAP and ends on September 30, 2022. This position is based at our offices in Silver Spring, Maryland or New York, New York.ESSENTIAL FUNCTIONS:

  • Performs all functions necessary for processing of parolee cases and coordination of APA data between the State Department, HIAS and affiliates across the country.
  • Leads allocation and placement of APA cases across the network, in coordination with the Associate Director, Pre-Arrival.
  • Coordinates with other team members for APA-specific assurance processing, case transfers between affiliates and with other RAs, and travel.
  • Provides all relevant information and documentation on specific parolees, including medical information and travel information as needed/available, to sponsoring affiliates.
  • Assists with client documentation issues specific to Afghan parolees.
  • Provides technical assistance to affiliates regarding the APA Program.
  • Back-up for processing of walk-in requests for APA benefits from parolees at HIAS affiliated agencies.
  • Provides support for APA or other resettlement activities as needed.QUALIFICATIONS & REQUIREMENTS:
    • Undergraduate degree.
    • 2-3 years of work experience, with preference for experience in an operations support role.
    • Familiarity and experience with the U.S. Refugee Admissions Program preferred; additional familiarity with the APA Program is an asset.
    • Ability to collect, organize, analyze and disseminate significant amounts of information with attention to details and accuracy.
    • Ability to work independently with the flexibility to adapt to the needs of the team.
    • Excellent interpersonal, written and oral communication skills required.
