DutiesYou will utilize cost and price analysis techniques.You will identify factors affecting contractor's costs and to conduct surveys while accessing contractor's ability to perform.You will utilize formal advertising, negotiate cost and use special provisions and incentive to enable the buyer to plan and carry out contracting assignments.You will verify evidence on contractor's progress for approval of progress payments.Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:SUCCESSFUL completion of a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.(Please provide copy of transcripts. Failure to possess this factor WILL result in an ineligible rating.)
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Contracting pre-award and post award for contracts for a variety of supplies, services, equipment and contsruction.Directing or performing various contract administration functions such as verifying evidence of contractor's progress for approval of progress payments.Reviewing and making recommendations on pricing reports.Reviewing and negotiating spare part orders.Reviewing and providing recommendations on contractor proposal resulting from change orders.Negotiating delivery schedule changes.Monitoring contractor's compliance with contract, regulatory, and statutory provision such as patent and royalty, duty and customs, small business and labor surplus duty and customs and reporting requirements.Monitoring expenditures on cost incentive and certain fixed-price contracts requiring funds control.Reporting on anticipated deviations from estimated costs.Performing pre-award surverys upon requests.
