Job Summary:
To manage, monitor, troubleshoot, implementation, and train staff
on the Picture Archive and Communication (PACS) system.
Essential Responsibilities:
Manages, monitors, troubleshoots, backup functions, implementation,
and trains staff on the Picture Archive and Communication (PACS)
system. Works effectively with Radiologists and all departments
within Radiology to continuously improve the workflow between the
modalities, PACS, RIS, and voice recognition. Reviews and updates
policies and procedures related to PACS, RIS, File Room, and QA on
a yearly basis. Clearly defines authority and responsibility for
all personnel and delegates duties to staff members for the most
efficient and productive operation of the PACS, RIS, Film Library
and Quality Assurance requirements. Actively participates in the
budget process.
Maintains control of the approved personnel, operation, and capital
budget for PACS. Organizes, plans, and directs activities relating
to PACS and RIS for all designated areas. Develops and implements a
plan for monitoring and evaluation of PACS and continuous quality
improvement. Administrates, revises, reviews and/or establishes
department PACS policies, procedures, and software copies. Assures
that all PACS activities and documentation meet or exceed standards
of accrediting and regulatory agencies. Records daily backups and
ensures quality of the system input/output. Plans and schedules all
maintenance and upgrades to the network and provides feedback to
department management and radiologists. In cooperation with
Information Technology, insures/assigns network security by
developing rules that will support user-defined workstation
settings, image distribution, archiving and acquisition of images
and system access. Fosters growth in professional and support staff
related to PACS. Provides for individualized and departmental
orientation to PACS. Monitors and communicates contractual
agreements with the department management to insure functionality,
maintenance, and cost. Maintains the PACS network through the
administration of file servers, archives, workstations, ID
terminal, RIS interface, CR gateway, laser imager and any other
peripherals. Maintains knowledge of current PACS technology and
management trends that are reflected in his/her practice.
Identifies problems and takes appropriate action in identifying and
resolving problems. Advises and assists the File Room Supervisor in
the management of the information and transition to a filmless
environment. Plans for, conducts, and participates in meetings and
conferences and disseminates the information appropriately.
Delegates accountability for management of department during
scheduled absence. Communicates necessary information while away.
Identifies staff learning needs and develops and implements a plan
to meet those needs utilizing available resources. Provides for
continuing education of staff to improve their competence and
ensure quality patient care. Establishes and maintains professional
rapport with physicians and other departments to facilitate
communication and problem solving. Provides input to staff
regarding their strengths and weaknesses and assists them in
developing self-directed goals and plans for continuous
improvement. Assures that work assignments are consistent with the
qualifications of the department personnel. Delegates
responsibility while taking into account the staffs
capabilities.
Develops a long-range plan relative to the phased implementation of
PACS and coordinates with department management staff to select
products that meet the required standards including technical,
financial proposals or alternate devices when available.
Maintains an awareness of political, privacy, and ethical issues
related to health care, specifically in radiology.
Seeks to improve skills through attending education programs,
seminars and/or self-study and through vendor training on software
and equipment. Coordinates and/or trains clinicians and department
staff in the use of PACS and related systems.
Basic Qualifications:
Experience
Minimum two (2) years of project management experience
required.
Education
Bachelors degree in radiological science OR four (4) years of
experience in a directly related field.High School Diploma or
General Education Development (GED) required.
License, Certification, Registration
N/A
Additional Requirements:
Must have some computer programming background, working with Web
Servers, knowledge of SQL and experience of any programming
language (C, C++, Javascript, etc).
Proficiency with information technology and network infrastructure
with understanding of related software programs required.
Mechanical aptitude and ability with attention to detail
required.
Excellent communication, organizing, and training skills
required.
Clinical experience with emphasis on radiology systems
required.
Demonstrates a sound knowledge base for clinical and managerial
decision-making.
Demonstrates accountability and initiative to follow-up on error
correction, improvement of current methods, and contributes new
ideas to improve work practices.
Demonstrates characteristics of a leader through role modeling,
change agent, flexibility, creativity, and risk taking in
approaches to goal setting and goal achievement.
Preferred Qualifications:
Minimum two (2) years of experience managing a PACS system
preferred.
Experience and knowledge of iSite PACS preferred.
Biomedical and/or IT experience preferred.
Masters degree preferred.
