Background
The Program Coordinator will support the laboratory systems strengthening work of the Association of Public Health Laboratories (APHL) in meeting the President's Emergency Plan for AIDS Relief (PEPFAR) and Global Health Security Agenda (GHSA) goals. APHL, through a cooperative agreement with the U.S. Centers for Disease Control and Prevention (CDC), collaborates with the CDC Vietnam Office to support the Ministry of Health (MOH) activities.
The candidate will plan, manage and coordinate project activities to strengthen heath systems, on behalf of APHL in collaboration with CDC Vietnam. APHL activities will provide support to strengthen biosafety/biosecurity, enhance laboratory information systems for critical laboratory management, strengthen laboratory quality management systems, and improve public health laboratory testing capacity in Vietnam. The candidate will serve as a full-time contracted employee to APHL through September 29, 2023, with annual renewal subject to satisfactory performance and continued availability of funds. APHL Headquarters is located in Silver Spring, Maryland and this is an International Staff position located in Hanoi, Vietnam.

Scope
APHL is seeking a Program Coordinator with a background in project management and coordination. The scope of work will primarily focus on supporting PEPFAR and GHSA activities, with an emphasis on strengthening the public health system. The scope may include coordination with laboratories and other health facilities. This individual will liaise with CDC Vietnam, MOH, and other collaborating partners in Vietnam and implement agreed-upon strategies to enhance the public health laboratory system and improve overall surveillance systems. The individual will have a strong understanding of program coordination and management in Vietnam with relevant experience. The candidate will demonstrate excellent communication and organizational skills.



  • Coordinate and work with diverse groups or organizations and stakeholders, including Ministry of Health, laboratory leaders, international development organizations, APHL HQ and CDC


  • Update monthly, quarterly and annually the work plans according to targets of the project proposal in coordination with the project lead.


  • Prepare documents and plans for activities including, estimated budgets and implementation plan, according to the rules and regulations of the Cooperative Agreement.


  • Act as the primary focal point for administrative management of the APHL's office in Vietnam


  • Responsible for communicating with project lead and CDC regarding all Cooperative Agreement matters


  • Coordination of project activities as scheduled and planned as agreed between CDC and APHL


  • Provide overall logistic advice/support to project lead.


  • Provide logistic advice/support for trainings/ workshops/events


  • Provide administrative support for technical staff assigned by the project lead.


  • Provide recommendations to the project lead in dealing with issues as they arise and coordination in achieving goals of progress and quality.


  • Integrate recommendations and guidance from the technical working group for the CDC-MOH project


  • Assist the project lead to implement daily management activities. When assigned, represent APHL in key meetings with partners.


  • Arrange translation and interpretation for the meetings with international sponsors and organizations.


  • Prepare reports on implementation progress and summary reports.


  • Respond to other related tasks as needed for the Cooperative Agreement


  • Other duties as requested


    Required:


    • Bachelor's degree or equivalent education. Advanced education preferred.


    • Minimum 4 years of progressive and relevant experience in a program coordination position.


    • Bilingual - fluency in written and spoken English and Vietnamese is required.


    • Skilled in use of software including Microsoft Office Suite (MS Teams, Outlook, Word, Excel, PowerPoint,), Zoom and SharePoint


    • Ability to compile information and write routine reports.


    • Ability to travel within Vietnam to work for short-term (1-3 week) assignments that may be outside commuting distance to home


      Preferred


      • Knowledge and experience within public health programs in Vietnam


      • Managerial/Supervisory experience


      • Experience working with US Government grants and programs preferred

        • Ability to work with stakeholders to prioritize the needs and guide the planning process.
