Overview Open & closing dates 07/16/2019 to 07/23/2019 Service Competitive Pay scale & grade DJ 3 Salary $69,581 to $108,422 per year Appointment type Term Work schedule Full-Time Location 1 vacancy in the following location: Silver Spring, MD 1 vacancy Relocation expenses reimbursed No Telework eligible Yes as determined by agency policy Duties Summary About the Position: The Walter Reed Army Institute of Research (WRAIR) aims to conduct biomedical research that is responsive to Department of Defense and US Army requirements and delivers lifesaving products including knowledge, technology and medical material that sustain the combat effectiveness of the Warfighter. Learn more about this agency Responsibilities Develop informational materials that inform the public of the Walter Reed Army Institute of Research (WRAIR's) programs, services and activities. Receive and interpret queries from the public and the media. Coordinate and assist in production of approved printed and digital graphic products for publications, presentations, and exhibits. Prepare accurate and understandable responses using appropriate format and established time frames. Articulate assignments and deadlines for projects completing to subordinates to ensure successful end result. Trains personnel in the delivery of marketing presentations. WRAIR is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11 step 01 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. This position has a Temporary Duty (TDY) or business travel requirements. This is a Term position scheduled to last 5 years. Term employment is subject to a one year trial period. This position may require coverage on evenings weekends, holidays, or special situations. This position is designates as a Team Leader Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Identify and analyze communication needs for an organization; 2) Develop informational materials (e.g. progress reports, news releases, pamphlets, brochures, presentations); and 3) Establish and maintain working relationships with local or national media or cultural groups. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-02). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: any major. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Communications and Media Leadership Oral Communication Public Affairs Policies and Procedures Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of 'B' or better. This is a TERM position for 05 years and may be extended to maximum of 6 years. MRMC Command is authorized to extend a contingent appointment one additional year. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship.
