Learn more about this agency Responsibilities - Analyze and evaluate Center/Office work processes and policies, operations, and procedures, taking into consideration complex legislative, programmatic, and management issues and problems to justify proposals through systematic and deductive reason. - Serve as the major Agency-level focal point for important policy issues that require coordination and negotiation between top level staff officials of the Department of Health and Human Services and FDA components. - Negotiate with management for acceptance of recommendations when proposals involve substantial Center/Office resources, extensive change in established work processed and activities, and/or may conflict with the desire and goals of management. - Identify and assess emerging complex issues, advise the Office of the Commissioner of potential and emerging problem areas and the need to formulate appropriate program responses. - Receive, review, edit, and finalize speeches and a variety of other materials which have been written by other FDA officials for presentation by the Commissioner and Deputy Commissioner. - Write in final form a variety of articles, reports, manuscripts and other materials related to FDA programs. Qualifications The position of Policy Analyst falls within the 0301 occupational series. To qualify for this position at grade GS-**14, you must meet Time-in-Grade requirements by 11:59 pm EST on 11/25/2019. In addition to meeting Time-in-Grade requirements above, you must also meet the following Specialized Experience Requirement below:** Specialize Experience: Have one year of specialized experience, equivalent to the GS-13 grade level in the Federal service, developing and implementing the organization's policies related to the statutes, regulations, policies, and procedures; and independently negotiating at the highest and most senior level of the organization/agency on significant and sensitive regulatory, legislative, and technical matters which affect policy issues. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
