SummaryMonster Government Solutions (MGS) will be performing scheduled maintenance betweenThursday, January 9th, at 12:01 a.m. ET and Thursday, January 9 at 11:59 p.m. ET; and Saturday, January 18th at12:01 a.m. ET andSunday, January 19that 6:00 p.m. ET. You may not be able to complete the application process during this time.ResponsibilitiesThis position is located in the National Weather Service (NWS), Office of the Chief Financial Officer/Chief Administrator Officer (CFO/CAO), Budget Formulation and Execution Division (BFEPA), with one vacancy in Silver Spring, MD.As a Budget Analyst, you will perform the following duties: Provide expert budget execution direction to programs through continual analyses and interpretation of Congressional legislation and OMB (Office of Management and Budget) directives.Assist program offices in the development of spend or execution plan, releases the annual funding program to assigned programs for execution, and maintains continuous contact with programs to ensure program objectives relate to funds available and performance targets are being met.Conduct reviews, analyses, and interpretations of existing and proposed legislation, appropriation language, executive orders, and OMB circulars and bulletins.Support National Weather Service (NWS) Financial Management including analyzing, reporting and maintaining of property, and procurements such as government purchase cards, and/or contracts.RequirementsConditions of EmploymentMust be a U.S. Citizen or National to apply.Required to pass a background investigation and fingerprint check.Must be suitable for Federal employment.Must be registered for Selective Service, if applicable (www.sss.gov).Time-in-grade/band must be met by closing date of announcement.This position requires a Low Risk Security Clearance.

This handbook is available on the Office of Personnel Management's website located at:https://www.opm.gov/policy.EDUCATION: There is no positive education requirement for this position.SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify for the GS-13:SPECIALIZED EXPERIENCE: Applicants must possessone full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following: Performing data analysis on funding; andMonitoring the obligation and expenditures of funds.EducationSubstitution of education for specialized experience is not applicable to this vacancy.Additional InformationCTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
